Stop freeranking.
Make it so you have to be in a division to apply for an HR rank in THAT division.
Fix the inactivity.
Cap divisions.
Purge inactives. HR and divisionals.
Start hosting riots, raids, anything that can draw attention to the game.
Restart some divisions, they are beyond saving.
Make inspections be hosted always on weekends and at least given a 4-5 day notice for people to know.
Make tryouts for COMBATIVE groups always have combat rounds like SPEAR.
